I have good friends that are teachers and have a lot of respect for them but recognize that without any sort of performance accountability there is no assurance or incentive for excellence or high performance.

Government programs that are not self-sufficient or absolutely necessary should be cut to a level of self-sufficiency or eliminated. Essential programs should be stripped to a minimum budget and face stringent accounting and service audits. Things won't change untill we address the waste and hold the government employees accountable.
